Economist Nabil Al-Marsoumi revealed a sharp decline in Iraq’s non-oil revenues during the first half of 2025, by 43.6%.
Al-Marsoumi wrote in a tweet followed by Al-Maalouma that “non-oil revenues reached 4.951 trillion dinars during the first half of 2025, compared to 7.118 trillion dinars during the same period in 2024, recording a decrease of 2.167 trillion dinars.”
Al-Marsoumi attributed this decline to a decrease in income and wealth taxes and fees, noting that “planned revenues in the three-year budget amounted to 27 trillion dinars, which means that the gap between planned and actual revenues will be large by the end of the year, which will lead to an increase in the actual deficit in the general budget.”
