Professor of Economics at the University of Basra, Nabil Al-Marsoumi, on Friday, presented five reasons for the continued waste of financial resources for Iraq.
The decree said, “Credits and bank transfers for the four months of this year, amounted to $ 13 billion, while customs duties collected from the Customs Authority amounted to $ 208 million, meaning that the percentage of customs fees collected is 1.6%, while the rate in the Authority’s regulations is within 10%, that is, The waste rate reached 8.4% at a value of $ 1.092 billion in just four months, meaning that the monthly waste value is $ 273 million. Assuming that the same waste rate remains during the other months, the value of waste during the year 2020 will be equivalent to $ 3.276 billion.
He added, “This waste is related to five reasons. The first is the presence of mafias of corruption in the official border outlets, and the second is the control of some parties and clans over the unofficial outlets of more than 10 outlets, and the third is the entry of goods from Kurdistan’s outlets that do not deliver their proceeds from customs duties to the customs authority.” “.
He continued: “As for the fourth reason, it is related to exemptions from the payment of customs duties obtained by influential parties in the state and some investors, and the fifth relates to the exemption of 371 Jordanian goods from customs duties under the economic agreement signed with them.”
