Today, Sunday, the researcher in political affairs, Nabil Al-Ali, explained four contentious points that impede the passage of the 2023 budget, while he clarified the most prominent demands of the Sunnis and the Kurds.
In an interview with Al-Maalouma, Al-Ali said, “The general financial budget bill presented to the House of Representatives faces several controversial points, most notably: the existence of a political disagreement over wealth distribution shares, as the government seeks to increase the shares and allocations of ministries at the expense of the governorates.”
He added, “Sunni political parties are seeking to increase the provinces’ allocations (development of regions) and quotas for (the liberated provinces reconstruction fund).” As for the demands of the Kurds, he indicated that “the Kurdish parties are pushing for approval of the budget and they are satisfied with what is included in the budget version.”
The political analyst explained, “Some Shiite parties (within the coordination framework) may fear approving a budget for three years, fearing that the Sudanese will sign an open-ended exchange instrument for three years, benefiting from it during the coming years at the expense of other Shiite parties.”
Al-Ali pointed out, to “technical parliamentary objections, which are related to the size of the operating budget estimated at 150 trillion dinars, while it could be around 105 trillion dinars only, at the highest estimate.”
And the Parliamentary Finance Committee had set, at the end of next month, the date for voting on the financial budget law, confirming that there was an agreement to pass it among all parliamentary blocs.
