MP Suhaila Al-Sultani confirmed on Monday that the federal budget law clearly and explicitly stipulates the Kurdistan Region’s commitment to hand over its oil and non-oil revenues to the State Oil Marketing Organization (SOMO). However, the region has not complied with this condition, which constitutes a violation of the law.
Al-Sultani told Al-Maalouma News Agency, “The budget included a basic condition stipulating that the region hand over all revenues, whether oil through SOMO or non-oil revenues such as border crossings, taxes, and deposits. After verification, Erbil will receive its specified share of 12.6%.”
She added, “The Federal Court had previously issued a decision prohibiting the transfer of any funds to the region unless it commits to handing over its full oil and non-oil revenues.” She pointed out that “the federal government has shown great cooperation with the regional government by paying the salaries of Kurdistan employees twice in a row in the form of loans, but the latter has not fulfilled its legal obligations.”
Al-Sultani pointed out that “the Erbil government bears responsibility for marginalizing the people of the region through its failure to abide by the laws in force,” indicating that “the ball is now in the region’s court, which insists on evading its constitutional and legal entitlements.”
Controversy has recently escalated in political and parliamentary circles regarding the ongoing budget crisis between Baghdad and Erbil, amid calls for the region to be obligated to implement its obligations to ensure a fair distribution of wealth and protect the rights of all Iraqis.
