Member of Parliament Hadi Al-Salami accused the government on Saturday of committing a constitutional and legal violation by illegally withdrawing tax deposits, asserting that this measure violates the provisions of the budget law and the Iraqi constitution.
Al-Salami told Al-Maalouma News Agency that “the government of Mohammed Shia al-Sudani committed a clear violation by withdrawing the tax deposits, as existing laws prohibit the transfer of these funds to state treasury revenues before five years have passed since their deposit.”
He added that “the Federal General Budget Law for the year 2023, the Financial Management Law, and Article (62) of the Constitution clearly stipulate that tax deposits may not be withdrawn except after the expiry of the specified legal period,” noting that “what happened is an administrative and financial violation that requires accountability.”
Al-Salami continued: “The Public Prosecution, the Integrity Commission, and the security services have been directed to follow up on this case and investigate the Ministry of Finance’s actions.”
Finance Minister Taif Sami had previously announced the withdrawal of tax deposits and their inclusion as revenues for the public treasury, a move that sparked widespread legal controversy within political and oversight circles.
