Member of the Parliamentary Finance Committee, Moeen Al-Kadhimi, confirmed on Saturday that the government is continuing its disbursement and financing operations despite the failure to submit the 2025 budget schedules to the House of Representatives and the lack of a vote on them yet.
Al-Kadhimi told Al-Maalouma News Agency that “the government is proceeding with funding new and ongoing projects, as well as funding ministries and governorates, based on the ease of procedures available to it and on what the prime minister decides directly.” He noted that “these financial operations are now subject to the exclusive will of the prime minister, without reference to budget schedules approved by the House of Representatives.”
He added that “the budget schedules include many vital issues related to employees’ lives, such as bonuses, promotions, transfers, and academic titles, all of which have been halted as a result of the delay in approving these schedules.” He considered that “the continued delay in sending and approving them casts a negative shadow over the administrative and living conditions of a large segment of employees.”
It’s worth noting that Iraq has approved a three-year budget for the years 2023, 2024, and 2025. However, the Ministry of Finance’s delay in submitting allocation schedules for the current year threatens to disrupt the implementation of government projects in a number of governorates.
