Shafaq News/ Former Parliament Speaker Mohammed al-Halbousi expressed his strong rejection on Tuesday of the Federal Court’s decision to suspend the implementation of the general amnesty law, stressing that the law aims exclusively to provide justice to the innocent and the oppressed, and does not include in any way the release of “terrorists.”
Al-Halbousi said in a statement received by Shafaq News Agency: “We said it before and we confirm it again and again, that the amnesty law that was approved aims to do justice to the innocent and oppressed exclusively, and we do not accept the emergence of terrorism, whose fire we have suffered from before others and more.”
Al-Halbousi accused the Federal Court of politicizing its decisions, saying: “We do not accept that the unconstitutional Federal Court be politicized, disregard laws and legislation, and issue its unfair territorial order against the innocent and the oppressed.”
Al-Halbousi stressed his determination to confront the court’s decision by all means, saying: “We will confront and resist the decision to stop the implementation of the amnesty law by all legal and popular means, and we call for massive demonstrations that shake the foundations of injustice and declare their rejection of the jurisdiction of the court of Jassim Abboud Al-Amiri (the head of the court) over the authorities.”
At the end of his statement, Halbousi called for escalatory steps, pointing to “working on a comprehensive and complete boycott of all institutions and activities that do not respect the will of the people and the agreements between its components.”
Today, the Federal Court (the highest judicial authority in Iraq) issued a judicial order to stop the implementation of the three laws: Personal Status, General Amnesty, and Real Estate.
This decision comes after a number of members of the House of Representatives filed an appeal with the Federal Supreme Court, regarding the validity of the procedures of the Parliament Presidency in voting on laws all at once without separating each law separately.
The Iraqi Parliament session on January 21 witnessed the passing of “controversial laws” including amending the general amnesty law, amending the personal status law, and the law to return properties to their owners in Kirkuk.
The session also witnessed the collection of signatures to dismiss the Speaker of the Council, Mahmoud Al-Mashhadani, in protest against the voting mechanism, which some representatives considered a violation of constitutional procedures.
