Abdul Hamid al-Dulaimi, a member of the United Anbar Alliance, accused Mohammed al-Halbousi, head of the Progress Alliance, on Thursday, of embezzling more than 400 billion dinars from the Anbar Provincial Diwan’s budget allocated for the reconstruction and rehabilitation of projects damaged by terrorist operations.
Al-Dulaimi said in a statement to Al-Maalouma Agency, “Al-Halbousi, in coordination with leaders in the Progress Party who hold senior positions in the local government, embezzled more than 400 billion dinars from the funds allocated for the reconstruction of the province.” He pointed out that “opening these files is still pending due to political pressure and the existence of what he described as “political collusion” between al-Halbousi and the relevant oversight bodies.”
He added that “leaders in the party are working to conceal official documents related to the funds allocated to the projects, and replacing them with forged ones, before destroying them after the projects are completed,” indicating that “oversight committees are conducting unannounced audits of the reconstruction projects, and have confirmed the existence of tampering with the spending mechanisms, in addition to the disappearance of documents and the burning of others to prevent the exposure of those involved.”
At the end of his statement, Al-Dulaimi confirmed that “huge sums of money have been embezzled and registered in the names of people close to Al-Halbousi,” calling for “opening the corruption files related to the reconstruction of Anbar and holding those responsible accountable.”
