A member of the State of Law coalition, Ghassan Abu Ragheef, confirmed, on Tuesday, that the Federal Court’s decision that the oil and gas law in the Kurdistan Regional Government is unconstitutional and obligating it to hand over all revenues to Baghdad allows the central government to recover all the money obtained by the region as a result of selling Iraqi oil.
Abu Ragheef told “The Information”, that “recently there has become a dispute between the center and the region over oil and non-oil wealth, and therefore the decision of the Federal Court is legal and constitutional considering that all Iraqi wealth is under the management of the decision center, which is represented in the capital Baghdad,” noting that “the decision The percentage that the region obtains from the Iraqi budget, which is only 12 percent, is proven.
He added, “The issue is subject to political issues more than just the Kurdistan region’s commitment to this decision, especially with the role of the central government in coordination with the region and understanding about it.”
A member of the State of Law coalition explained that “the decision of the Constitutional Court represents a retroactive and final effect, especially after the many decisions that preceded it on the issue of national wealth,” suggesting that “the funds allocated to the Kurdish side will be deducted from their share in the budget in the event that the region does not return the financial revenues related to the sale of oil and gas, as happened in The government of former Prime Minister Haider al-Abadi.
And he indicated, “The decision is correct and is in the interest of Iraq so that it can preserve wealth under a unified administration subject to laws and mechanisms for the purpose of dividing the budget in a transparent manner, and the region maintains its share of the general budget.” Done/25
