After being closed for 15 years the Article 140 office is reopened to compensate those affected in NinevehShafaq News/ The representative of Nineveh Governorate, Sherwan Al-Dobardani, announced on Wednesday the reopening of the office for implementing Article 140 of the Iraqi Constitution in the city of Mosul after a 15-year closure.

Al-Dobardani said in a statement to Shafaq News Agency, “The office for implementing Article 140 of the Iraqi Constitution regarding disputed areas has been reopened on the right side of Mosul city within the Sinjar District Office after it was closed in 2010, in order to receive requests from those affected during the era of the defunct regime from the residents of the areas covered by Article 140.”

Al-Dubardani added, “Many citizens in the districts of Sinjar, Makhmour, Al-Hamdaniya, Tel Keppe, Al-Shekhan and their affiliated districts, in addition to the districts of Bashiqa and Al-Qahtaniya, were unable to submit their requests for compensation for the harm they suffered during the era of the former regime due to various circumstances.”

He explained that “reopening the office in Mosul will allow those affected the opportunity to submit their applications again so that their applications can later be considered by the competent authorities in order to compensate them for the damage they have suffered.”

Article 140 stipulates three stages: normalization, conducting a population census, and finally holding a referendum to determine the affiliation of these areas, with these steps to be completed by the end of 2007. However, the article has not been fully implemented yet, making it a continuing point of contention.

Despite the passage of more than a decade and a half since the scheduled date for the implementation of the article, the issues related to it still exist, as it faces political and legal challenges between Baghdad and Erbil, especially with regard to the disputed areas and their administration.
