A report by the American Responsible Statecraft newspaper website, Thursday, called for finding more sustainable means for American influence in Iraq by exploiting aid and controlling Iraq’s petrodollar cash reserves as means of pressure on the Iraqi government after the withdrawal of forces from the country.
The report, translated by the Maalouma Agency, stated, “Any benefits from the continued presence of American forces in Iraq under the pretext of fighting ISIS have disappeared and have become overshadowed by the risks of exposure to resistance strikes in the country. In Iraq, Washington cannot get everything, but with a touch of “Creativity” and realistic expectations “can still adequately protect its interests after US forces leave, likely at lower cost and with better outcomes,” the report claims.
He added, “The United States has means that enable it to maintain influence, including exploiting the arming of the Iraqi security forces and the aid they provide, as the United States has invested tens of millions of dollars in projects such as providing cash assistance to the displaced in Erbil, maintaining the Mosul Dam, and financing higher education.”
He continued, “Other fundamental issues that haunt the relationship between Iraq and the United States include lingering resentment since the early years of the American occupation and real and perceived violations of Iraqi sovereignty through American strikes. This dynamic has, at times, created a hostile stance toward the United States, but what complicates this “The dynamic is the continued presence of American forces in Iraq. While some Iraqis truly desire the withdrawal of American forces, this arrangement serves the Iraqi government and the resistance factions that do not want the continued American presence on Iraqi soil.”
He stated, “Among the US pressure cards on the country is the influence exerted by the US Federal Reserve on its economy. Therefore, if Iraq expels US forces, the United States may stop allowing transactions in dollars, thus isolating its economy.”
The report noted that “the United States knows very well that it will not be able to defeat the resistance factions in Iraq, and therefore Washington is in a weak position. Therefore, the time has come to envision ways to protect American interests in Iraq without continuing to deploy forces for a long period.”
