An informed source revealed on Tuesday that there are a number of holders of special grade positions and general managers in ministries and state departments who have spent more than four years in their job positions, which calls for a review of the status of these positions in light of the laws and directives in force regarding the rotation of responsibilities and the conduct of administrative transfers.

The source told Shafaq News Agency that the next stage requires serious action from the House of Representatives, the concerned political forces, and the government to activate procedures for rotating senior positions and making changes and transfers that include directors general and undersecretaries of ministries, in order to contribute to renewing institutional performance and enhancing the efficiency of government administration.

He added that completing the new government formation represents a suitable opportunity to reassess the occupants of leadership positions and general managers, and to ensure that no one remains in their position for long periods, while nominating individuals who possess competence, experience, integrity, and the ability to develop administrative work, in line with the requirements of the next stage and contribute to improving the level of performance and providing services to citizens.

The source indicated that rotating positions and activating the principle of rotating responsibilities would contribute to injecting new blood into state institutions and enhancing opportunities for development and administrative reform, provided that these procedures are carried out in accordance with applicable laws and regulations and in a way that achieves the public interest.

This call comes in conjunction with the Iraqi parliament’s vote, on Thursday, October 15, on three deputy prime ministers, Ali al-Zaidi, and on 11 candidates for vacant ministries, including a minister of state, with the exception of the Ministry of Immigration.
