Al-Sudani did not present his candidates for the Ministries of Environment, Construction, Housing, Municipalities and Public Works during the session of granting confidence in Parliament that was held on the twenty-seventh of last October, due to differences between the Kurdistan Democratic Party and its political rival, the Patriotic Union of Kurdistan.

The Democratic Party, led by Massoud Barzani, is demanding the two ministries, while the National Union, led by Pavel Talabani, clings to the Ministry of Environment.

The Democratic Party justifies its insistence on the two portfolios, with the National Union obtaining the presidency of the republic.

A source told the local Shafaq News agency, “Al-Sudani agreed with the Kurdish forces that the Ministry of Construction, Housing and Municipalities will be for the Kurdistan Democratic Party and its candidate Bankin Rikani, and the Ministry of Environment for the Patriotic Union of Kurdistan and its candidate Nizar Amidi.”

The source explained that “a vote on the candidates will take place soon in the House of Representatives.”

The Ministers of Foreign Affairs and Health assume the functions of the Ministries of Construction and Environment by proxy. A statement by Al-Sudani’s office stated, “In order to streamline work in the vacant ministries, it was decided to assign the Minister of Health to manage the Ministry of Environment as an agency, and to assign the Minister of Foreign Affairs to manage the Ministry of Construction, Housing, Municipalities and Public Works.”

Observers believe that the Democratic Party’s abandonment of the environmental portfolio is mainly due to its desire to calm down with the Patriotic Union, which has stepped up its pressure on Barzani’s party in the recent period and went so far as to move to form a pressing political front “in order to correct the course of governance” in the region that is governed Self in northern Iraq.
