Despite the success of state media in polishing the image of Prime Minister Mohammed Shia al-Sudani’s government, the service and political reality reflects a completely different picture, according to observers who believe that the current government is heading towards “failure on essential issues,” amid signs of the disintegration of its internal alliances.
In terms of services, the Iraqi street is witnessing growing discontent with the decline in government performance, in light of the disregard for many sensitive laws and issues, such as: obstructing the passage of the Popular Mobilization Law, delaying the approval of the Civil Service Law, freezing the amendment of the salary scale, and the deliberate delay in submitting the 2025 budget schedules, which are surrounded by suspicions related to the waste of public funds and the diversion of spending towards projects of a propaganda nature, aimed at “polishing the government’s image” in preparation for achieving al-Sudani’s ambitions for a second term.

The government ignored the Turkish incursion and held a mysterious meeting with al-Julani.

On the security front, the lack of an official stance on the Turkish incursion into northern Iraq has sparked widespread discontent, particularly as Turkish forces approach the outskirts of Mosul and Dohuk, without any clear action from the Iraqi government.
In the same vein, mystery remains surrounding the meeting between al-Sudani and the former leader of the al-Nusra Front, Abu Mohammed al-Julani, in Qatar, with no details revealed to the public or any official clarification from the Prime Minister’s Office.

Street disappointment… and a rift in the relationship with the “framework”

These issues, and others, have come as a major shock to various segments of society, especially the more informed classes, who were not fooled by the “state media hype,” which, according to observers, appears to be marketing al-Sudani as a potential candidate for a second term, despite indications of a rift in his primary alliance with the Coordination Framework.
Political analyst Ibrahim al-Sarraj believes that al-Sudani no longer enjoys the political support that brought him to the premiership. He told Al-Maalouma: “The prime minister has distanced himself from the political depth from which he emerged and has begun to rely on Arab support and some regional powers. However, this approach will not save him from external pressures or agendas, especially those of the United States.”

Al-Julani’s meeting and breach of understandings are among the reasons for the decline in trust.

For his part, politician Sabah Al-Akili confirmed that Al-Sudani had gone beyond the political understandings he had reached with the Coordination Framework. He told Al-Maalouma News Agency, “The Prime Minister has effectively left the framework’s cloak since assuming office and has sought to form a new political axis by strengthening his relations with Sunni and Kurdish parties.”
He pointed out that his secret meeting with Al-Julani in Qatar, which took place without the framework’s knowledge, was a dangerous turning point that contributed to the shaking of trust between him and the forces that supported him.
Saudi Support and a “Political Coup”
Amid this tension, political sources indicated that Al-Sudani is preparing to announce a new political position that “could be interpreted as a coup against the Coordination Framework,” coinciding with information about potential Saudi support for his candidacy for a second term.
Despite attempts by the official media to paint a rosy picture of the government, the Iraqi street and its political forces have begun to deal with Al-Sudani’s government as a “shock government… no services,” in light of the ongoing failures in service, political, and security issues.
