On Saturday, Mu’in al-Kadhimi, a member of the Finance Committee in the previous parliamentary session, revealed, with figures, the size of the financial obligations incumbent on the next government, indicating that these obligations include internal and external debts, employee salaries, oil company dues, in addition to financing investment projects in ministries and governorates.

Al-Kadhimi told Shafaq News Agency that the outgoing government’s internal debt to banks amounted to 90 trillion dinars, stressing the need for the next government to address this debt and not continue borrowing from government banks.

He added that the external debt amounted to $10 billion, noting that there is currently no intention to borrow from neighboring or regional countries, explaining that borrowing is limited only to the International Monetary Fund to contribute to development projects, infrastructure and the sanitation sector.

He explained that the government needs about 125 trillion dinars annually to secure salaries and public expenditures, in addition to Iraq’s need for 25 trillion dinars to be spent as dues to oil extraction companies, and to complete investment projects in ministries and governorates.

It is noted that data from the Central Bank of Iraq showed that the internal public debt rose to more than 90.6 trillion dinars by the end of September 2025, recording a significant monthly and annual increase, as a result of the increase in discounted treasury transfers in favor of the Central Bank, compared to a decrease in loans from financial institutions and a decrease in the debts of the Ministry of Finance during the same period.
