Khaled Al-Jabri, head of the Usul Foundation for Economic Development and Sustainable Development, confirmed on Saturday that the administrative laws relating to state employees are disciplinary and discipline laws and are not based on performance and productivity.
Al-Jabri told Shafaq News Agency that “laws that are not based on performance and production and are limited to disciplinary and regulatory aspects produce an administrative apparatus that is low in efficiency, high in cost, and has a weak developmental impact.”
He added that “the public sector includes about 5.6 million employees, who receive monthly salaries amounting to 6 trillion dinars, excluding the salaries of the Kurdistan Region.”
Al-Jabri pointed out that “the cost of one minute of government work is equivalent to 617 million dinars, while the cost of one hour of government work reaches 37 billion dinars,” indicating that “full-time work costs the state budget 296 billion dinars daily.”
He stressed that “an internal meeting of some government institutions for 10 minutes costs the state budget about 2 billion dinars, while the outputs of the meetings do not equal the cost spent on these meetings.”
Al-Jabri noted that “breakfast or a 20-minute break in some government agencies costs the budget about 3.7 billion dinars per day, while courtesies and events cost about 6.2 billion dinars for only 10 minutes.”
Al-Jabri concluded his remarks by saying: “The real problem is not the employees’ salaries, but the problem is that time is paid for and results are absent.”
