An informed source revealed on Sunday that the coordination framework will finalize a document containing 10 paragraphs, which will define the shape of the next government, while indicating that one of its leaders informed the American administration of the need not to exert pressure on the file of naming the new head of government.

A source within the coordination framework told Shafaq News Agency that “the framework’s forces will hold their weekly meeting tomorrow, Monday, to finalize the paragraphs of the paper (conditions and demands) for forming the new government after completing the discussion of all its paragraphs and agreeing on its final wording, and then sending it to the partners in the political process, to ensure the formation of a strong new government within the political norms adopted in forming the three presidencies,” as he put it.

The source added that “the meeting will decide the identity of the prime minister candidate, but it will not be announced until the candidates for the presidency of the republic and parliament are named,” indicating that “the paper will include more than 10 paragraphs relating to the future and form of the next government, its strategy and its government program for the next four years.”

The source indicated that “the paper will also include a mechanism for distributing ministries according to the political space of each party in the political process, taking into account the agreements and parliamentary weight of each of them, as well as the decision-making mechanism.”

According to the source, “One of the prominent leaders in the coordination framework informed the American administration of the need not to interfere in Iraqi internal affairs and not to influence or exert any pressure in the appointment of the next prime minister, in order to ensure a real, not merely formal, partnership.”

The Coordination Framework had previously set conditions and criteria that must be met by candidates for the position of head of the new government, most notably that he should not be the leader of a political bloc, then it softened them, which opened the door for most of the forces within the framework to submit their candidates for the position, according to what a political source told Shafaq News Agency earlier.

It is worth noting that the Independent High Electoral Commission in Iraq announced on November 17, 2025, the final results of the parliamentary elections, revealing that the Development and Reconstruction Coalition, led by outgoing Prime Minister Mohammed Shia al-Sudani, won 46 seats.

The committee evaluating candidates for the position of Prime Minister, which is part of the Coordination Framework, had previously found that the nominated names came from different parliamentary blocs, others from multiple parties, as well as some independent candidates, but most of these do not meet the criteria for competing for the position of Prime Minister, according to the committee.

Several prominent new candidates have joined the shortlist, most notably caretaker Prime Minister Mohammed Shia al-Sudani, State of Law Coalition leader Nouri al-Maliki, and Accountability and Justice Commission chief Bassem al-Badri, in addition to Basra Governor Asaad al-Eidani, who recently entered the race, with a strong likelihood that Intelligence Service chief Hamid al-Shatri will be excluded.
