Delay in submitting 2025 budget tables - Government accused of procrastination and fears of electoral manipulationInformation / Report:
Despite the approaching end of the fiscal year, the government is still delaying sending the detailed tables of the 2025 budget to Parliament, amid unconvincing justifications, according to the Parliamentary Finance Committee, which has repeatedly demanded that the budget be expediently completed and sent for a vote.
This delay has sparked widespread discontent at the popular and political levels, amid warnings of exploitation of the issue for electoral purposes, especially with talk of the upcoming elections approaching.
In this context, Faisal Al-Naili, a member of the Parliamentary Finance Committee, accused Prime Minister Mohammed Shia Al-Sudani of attempting to exploit the budget issue politically.

He told Al-Maalouma News Agency that “the Prime Minister seeks to exploit the budget to achieve electoral gains by issuing temporary decisions outside the constitutional framework, without submitting the full budget to the legislative authority.”
Al-Naili added that “the delay in sending the schedules directly affected service projects in the governorates, and led to a significant slowdown in the performance of ministries and the disruption of the implementation of annual plans.” He pointed out that the Finance Committee had addressed the government several times to no avail, in light of the ongoing procrastination.
Al-Naili also warned that “the lack of transparency in this file reinforces suspicions of political intentions to use state funds to please certain parties or win support from the street, in an expected electoral climate.”
For his part, MP Yasser Al-Husseini sharply criticized the government for the deliberate delay in submitting detailed budget schedules, considering that this matter “poses a direct threat to financial stability and affects the implementation of service and investment projects, coinciding with the approaching end of the fiscal year.”

Al-Husseini confirmed in his interview with Al-Maalouma that “the Finance Committee has repeatedly demanded that the budget be completed within the constitutional deadlines to ensure transparency and prevent the repetition of mistakes from previous years, which contributed to the disruption of projects and the exacerbation of debts.”
He concluded by saying that “the absence of clear justifications for the delay holds the government fully responsible and raises doubts about its readiness to manage the financial file properly.” He warned against any attempt to pass allocations or amendments at the last minute without real oversight.
