The Iraqi representative to OPEC, the State Oil Marketing Company (OPEC), Mohammed Adnan Al-Najjar, told the official agency that “OPEC countries have the right to demand an increase in their quota, especially since they had projects that led to an increase in their production capacity.” He indicated that “when increasing the quota, several matters must be taken into consideration, including whether the global market can bear additional quantities or whether it will lead to a surplus and thus lead to a decrease in prices, in addition to Iraq’s export capacity.”

He also pointed out that “OPEC only sets production ceilings and has no relation to exports. Production includes both exports and domestic consumption,” noting that “Iraq currently exports 3.4 million barrels per day out of a total of 4 million.”

He also emphasized, “The export ceiling has now begun to rise over the previous period, due to OPEC’s decisions to restore the cut-off quantities, and we have surplus quantities that are being compensated for.”

He added, “Iraq can export more than the current amount after the return of the Ceyhan pipeline, as well as the planned projects in the port of Basra. If they are built, they could add one million barrels, which would help increase exports.”
