Member of the Parliamentary Finance Committee, Moeen Al-Kadhimi, confirmed on Wednesday that the government violated the federal budget law by not submitting the budget tables to Parliament. He pointed out that the unrest on the streets could be resolved by issuing bonuses and promotions and opening the door to transfers between ministries.
Al-Kadhimi said in a statement to Al-Maalouma, “The government’s failure to send the budget tables to Parliament represents a clear violation of the Federal Budget Law, as the Finance Committee informed the government that the failure to send the tables constitutes a violation of Law No. (13) of 2023.”
He added, “The aforementioned law allows the government to submit schedules based on available revenues, without requiring a budget the size of the 2023 budget, which amounted to 199 trillion dinars, while actual spending did not exceed 156 trillion.”
He explained that “the Iraqi street is witnessing a state of tension, which requires the government to issue bonuses and promotions and allow transfers between ministries without linking them to the federal budget schedules, especially since the Ministry of Finance is well aware that it will not be able to complete these schedules during the current year.”
