Former Kurdish MP Ahmed al-Haj Rashid confirmed on Monday (September 22, 2025) that the real solution to the Kurdistan Region’s employee salary crisis is not solely linked to the recent tripartite oil agreements, but rather lies in the exclusive settlement of salaries to federal banks.
Al-Hajj Rashid said in a press statement: “Despite the talk about an oil agreement, what will end the crisis of employees’ salaries in the region is to have them deposited in federal banks.”
He added, “Localizing salaries for employees and Peshmerga personnel is the only solution to the salary crisis, because the problem will recur monthly, and even if agreements are reached, it will not last. He emphasized that the solution lies in adhering to the Federal Court’s decision and localizing salaries to Iraqi banks trusted by Kurdish citizens.”
Hajj Rashid pointed out that implementing this solution will ensure the stability of employees’ lives and alleviate the monthly suffering they face due to delayed salary payments. He emphasized that adherence to federal banks represents a necessary step toward building citizens’ confidence in the management of the region’s financial resources.
The Kurdistan Region has been suffering from a persistent salary crisis for years, due to financial tensions with the federal government and the differing mechanisms used for distributing oil revenues.
Despite the recent conclusion of a tripartite oil export agreement between Baghdad and Erbil, this agreement does not guarantee the continued regular payment of salaries, leaving employees facing financial instability every month.
