MP: 2025 budget deficit reaches 15 trillion

Representative, Moeen Al-Kadhimi, confirmed today, Thursday, that the actual expenditures for the year 2025 did not exceed 150 trillion dinars, attributing the reason to a clear shortcoming in equipping ministries and governorates with operational and investment allocations. He warned of a growing financial deficit if reliance on oil revenues continues.
Al-Kadhimi said in a statement to Al-Maalouma Agency, “Salaries for employees, retirees, and social welfare consume approximately 90 trillion dinars, in addition to operational and investment expenses, while expected revenues, under the best of circumstances, will not exceed 135 trillion dinars.” He indicated that “the deficit will reach 15 trillion dinars, which requires covering it from the internal treasury through banks and the Central Bank.”
He added, “The real solution lies in enhancing non-oil revenues by activating the role of the Tax Authority, the Customs Authority, and the Communications and Media Commission, as well as following up on the collection file in ministries and government departments,” stressing that “financial reform can only be achieved through strict management of these resources.”
Al-Kadhimi pointed out that the continued deficit without strategic solutions will increase pressure on the national economy, stressing that addressing the crisis requires serious political will and urgent executive measures.
