The National Investment Commission (NIC) affirmed on Wednesday that security and investment are two pillars of sustainable development in Iraq, while pointing to a mechanism for establishing an economic environment based on three pillars. The Chairman of the NIC, Haider Mohammed Makiya, said during an educational workshop entitled (Security and Investment: Integrating Roles Towards an Attractive Environment for Capital) held in cooperation with the Security Media Cell, “I am honored today to inaugurate with you the work of this important workshop, which bears a very important title: Security and Investment,” indicating that “experiences have proven that every successful development renaissance in countries around the world would not have been achieved without stability and security, as they are the pillars from which development is launched.”
He explained that “Iraq today is in dire need of strengthening this integration between the security umbrella and the investment climate, to enable our country to invest its rich resources and strategic location and transform them into pioneering projects that benefit all our citizens.”
He also pointed out that “experience has proven that when an investor enters a country, the first thing he looks for is the security of his capital and the safety of the work environment. Without these guarantees, plans remain ink on paper and wasted opportunities. Therefore, we say with confidence that security is not merely a facilitator of investment, but rather a condition for its existence, growth, and continuity.”
He continued, “The National Investment Commission affirms its commitment to the investment and legislative policy, which has taken on the dual responsibility of preparing, organizing, and providing investment opportunities according to carefully considered and attractive standards, in addition to partnering with security and executive institutions to ensure the protection of these projects from the moment they are implemented.”
He also pointed out that “we at the National Investment Commission believe that the success of any investment project is measured not only by the amount of money invested, but also by the state’s ability to provide a safe environment that allows investors to operate with confidence and reassurance.”
He added, “Providing a safe environment for investors is not the sole responsibility of the Authority, but rather a shared responsibility among all government and security institutions. Successful investment cannot thrive in an isolated or complex bureaucratic environment, but rather requires the cooperation of the state and all its institutions.”
He also noted “the need to build strategic partnerships between security agencies, on the one hand, and economic and investment institutions, on the other, to ensure the protection of major projects and encourage the attraction of more foreign and local investment alike.”
He also stated that “one of the most important objectives of this workshop is to develop a unified vision and a clear roadmap for consolidating the concepts of investment security and implementing them in a practical manner, whether through supportive legislation, flexible regulatory procedures, or integrated security plans.”
He expressed his hope that this workshop would serve as a platform for exchanging expertise and a starting point for strengthening the relationship between security and investment, so that we can establish a sustainable economic environment based on the three pillars of economy, society, and security, enabling it to compete and fulfill Iraq’s aspirations in the development process. He emphasized that the National Investment Commission will remain supportive and proactive in everything that enhances the investment climate in Iraq.
