The Prime Minister’s Financial Advisor, Dr. Mazhar Mohammed Saleh, affirmed that the government is proceeding with maximizing non-oil revenues. He explained that the launch of bonuses and promotions falls within the framework of fiscal policy and operational spending, and represents an important step toward achieving a principle of justice, especially in light of the absence of a 2025 budget schedule.
Saleh told Al-Sabah: “Bonuses and promotions represent a pivotal expression in economic and social discussions, as they reflect the fairness in the distribution of the state’s financial resources,” noting that they “ensure a degree of social and economic equity among job categories.”
He added, “The failure to release the financial schedules for the current year does not mean the suspension of employment rights, especially since these rights are an integral part of the employee’s salary and the continuity of its payment.” He pointed out that “the continued withholding of these entitlements generates a state of frustration, at a time when the adjustment expenses are part of the legal components of the monthly salary.”
Saleh explained that “these increases will naturally be subject to income tax and retirement deductions in accordance with applicable laws, which also makes them a source of maximizing a portion of non-oil revenues by expanding the tax base.”
The Prime Minister’s financial advisor noted that “the government’s financial policy does not stop at functional obligations, but also moves towards parallel plans to maximize non-oil revenues, achieving a balance between spending requirements, fair distribution, and financial sustainability.”
In a widely welcomed move, Prime Minister Mohammed Shia al-Sudani directed the Ministry of Finance last Monday to issue orders for promotions and annual bonuses, including the inclusion of certificates and service awards for those who obtained them while in service, in order to preserve the organizational positions and acquired rights of all state employees.
Al-Sudani also directed the Ministry of Finance to calculate variables and financial rights according to cost tables, and to grant the new job title and grade within the legal contexts, controls, and attached regulations.
