He also deemed the recent agreement to deliver 230,000 barrels of oil from the region to the federal government as lacking legal basis.

“The Finance Committee has requested that a number of important issues be included in the budget tables, including allocations for stalled projects, contract approvals, appendices, and meter readers’ dues, but the government has not responded to these demands so far,” Nouri said in a press interview. He added that “the real reason for the delay is the political situation and the approaching election date, and it appears that there is no real intention yet to prepare the budget tables and send them to Parliament.”

Regarding the federal government’s agreement with the Kurdistan Region, Nouri revealed “the formation of a joint committee between the two parties to discuss the mechanism for delivering oil and non-oil revenues from the region to Baghdad in exchange for releasing employee salaries. He pointed out that the primary condition is for the region to hand over 120 billion dinars as a first installment, out of a total of more than half a trillion dinars to secure the payment of monthly salaries amounting to more than 190 billion dinars.”

Nouri stressed that “the recent agreement regarding the delivery of 230,000 barrels of oil per day from the region to the federal government is a political agreement that lacks legal basis and is not based on what was voted on in the budget tables.” He confirmed that the Finance Committee will appeal it before the Federal Court.
