More than 100 MPs sign to reject the Khor Abdullah Agreement

A member of the Parliamentary Strategic Planning Committee, Amer Abdul Jabbar, announced on Saturday that more than 100 signatures had been collected to reject the Khor Abdullah Agreement.
Abdul-Jabbar said, during a press conference held in Parliament, attended by Shafaq News Agency, ” We, the undersigned representatives, numbering more than 100 representatives, reject the humiliating Khor Abdullah Agreement, and we demand the Prime Minister to implement the Federal Court’s decision No. 105/ and its unified 194/ Federal 2023 issued on September 4, 2023, and deposit it with the United Nations and the International Maritime Organization ( IMO ).”
He continued, “This is in accordance with what was stated in the letter of the Ministry of Foreign Affairs addressed to the Prime Minister, numbered 1532, dated 12/25/2023, and then the brotherly Kuwaiti side will be approached for the purpose of negotiating again, provided that the Iraqi negotiating team consists of specialized experts and those with extensive experience, without any political interference, and that the negotiations are held in Baghdad or in a neutral third country agreed upon by both parties in order to establish justice between the two countries in accordance with international agreements and norms.”
On September 4, 2023, the Federal Supreme Court ruled that Law No. 42 of 2013, the law ratifying the agreement between the government of the Republic of Iraq and the government of the State of Kuwait regarding the regulation of maritime navigation in Khor Abdullah, was unconstitutional .
The court stated in a brief statement at the time, which was received by Shafaq News Agency, that it “issued its decision as unconstitutional due to its violation of the provisions of Article (61/Fourth) of the Constitution of the Republic of Iraq, which stipulates that (the process of ratifying international treaties and agreements shall be regulated by a law enacted by a two-thirds majority of the members of the Council of Representatives) .”
Kuwaiti media reported in mid-April that Iraqi President Abdul Latif Rashid and Iraqi Prime Minister Mohammed Shia al-Sudani had filed two separate appeals with the Iraqi Federal Supreme Court against its decision to invalidate Law No. 42 of 2013 ratifying the agreement between Iraq and Kuwait regulating navigation in Khor Abdullah. The appeals demanded that the court rescind the decision and restore the existing agreement between the two countries.
