The budget is behind government walls awaiting release... and Parliament is waitingInformation/Baghdad…
The country’s general budget is still with the executive branch and has not yet been submitted to Parliament. Despite numerous and vocal demands, political statements, and actions by parliamentary circles, the reality on the ground has not seen any budget release from behind the walls of the executive branch, represented by the government and the Ministry of Finance. Some MPs expect the government to send the budget to Parliament for a vote and implementation in the coming weeks.

MP Firas Al-Maslamawi told Al-Maalouma News Agency, “The recent war between the Islamic Republic of Iran and the Zionist entity contributed to the recent rise in oil prices, and this may lead to a reduction in the budget deficit.” He pointed out that “the budget schedules may be presented during the next legislative session, which begins in two weeks,” expecting that “the budget schedules will be present in Parliament soon.”

On the other hand, MP Mohammed Al-Sayhoud confirmed to Al-Maalouma that “the Finance Committee held several meetings with representatives of the Ministry of Finance over the past few days to follow up on developments in preparing the budget schedules. However, the government has not officially set a date for sending it to the House of Representatives, as the House does not have detailed information regarding the reasons for the postponement, despite the importance of the budget in supporting public spending and implementing service programs. In addition, the delay in resolving this issue may affect the timing of launching upcoming projects in a number of governorates.”

In a related development, a member of the Parliamentary Finance Committee, Moeen Al-Kadhimi, explained in a statement to Al-Maalouma Agency, that “the Prime Minister had previously directed the Ministry of Finance to prepare the budget tables, and the latter submitted its proposals and recommendations to the Council of Ministers.” He pointed out that “the Prime Minister’s Office has not yet issued directives to complete the tables and submit them to Parliament.” He added that “the Finance Committee demands that the budget tables be balanced and not include exaggerations, as happened in the 2023 and 2024 budgets,” adding that “it is important for the government to take into account the reality of revenues and the country’s financial circumstances, and for the budget to be built on realistic foundations that spare the country additional financial burdens.”

All political and parliamentary circles are still awaiting the submission of the budget tables, amid assurances that parliamentary sessions will be held if the tables are sent from the government to parliament for approval within the council, especially since many issues in ministries and government departments await these tables in order to proceed with spending and expenditures on many projects and matters that depend on the passage of the budget tables.
