The Ministry of Finance sent an official letter to the office of Prime Minister Mohammed Shia Al-Sudani, regarding the request to confirm the contracts of Ministry of Oil employees in accordance with Resolution (315), stressing that the Federal General Budget Law does not include any text that permits the confirmation of contractors on the permanent staff.
According to the official document, dated May 29, 2025, the Ministry of Finance indicated that “the budget law for the fiscal years (2023-2024-2025) does not contain a provision permitting the confirmation of contracts, with the exception of employees contracted within the budget of the House of Representatives.”
The Ministry explained that “the public treasury cannot bear any additional financial consequences that are not included in the draft budget law, in accordance with Article (22, second) of the General Budget Law.”
At the end of its address, the Ministry of Finance affirmed that “the issue will be studied in light of the legal texts and may be included in the 2026 general budget draft, if necessary.”
