Member of the Parliamentary Oil and Gas Committee, Ali Saadoun, confirmed today, Sunday, that what is being circulated regarding the issuance of promotions and allowances before the budget is included and its schedules are sent to Parliament is an “illegal” procedure, noting that such measures “represent electoral propaganda.
” Saadoun said in a statement to Al-Maalouma Agency, “The talk about issuing bonuses and promotions for employees before sending the budget schedules to Parliament is a figment of the imagination, as it is not based on any valid legal basis, and the official letters issued in this regard lack sound legal foundations.”
He explained that “some representatives are trying to exploit these moves to achieve popular gains, especially in light of the difficult economic conditions the country is going through.”
He added that “the issue of promotions and allowances must be subject to the Ministry of Finance’s assessments, its liquidity, and spending priorities, and not to political or popular pressure.
” Saadoun concluded his statement by saying: “We support improving the living conditions of citizens, but within the correct legal and financial frameworks, and in a way that ensures the sustainability of spending and avoids a greater financial crisis.”
It’s worth noting that the recent period has witnessed multiple demands from a number of MPs calling for the disbursement of bonuses and the implementation of employee promotions, prior to the submission of the budget schedules.
