The House of Representatives is witnessing sharp divisions and disagreements caused by the ongoing objections to passing the general amnesty law through a mechanism of questionable legitimacy, which casts a shadow over the performance of Parliament in the next stage.

Since the approval of the general amnesty law a few weeks ago, the House of Representatives has only been able to hold one session during which it voted on the general financial budget law, and the quorum was not completed in subsequent sessions.

Political forces hold Parliament Speaker Mahmoud al-Mashhadani responsible for the situation in Parliament.

In this regard, the leader of the Coordination Framework, Salam al-Zubaidi, confirmed today, Wednesday, that Parliament Speaker Mahmoud al-Mashhadani did not fulfill the pledges he made before his election.

Al-Zubaidi said in an interview with Al-Maalouma Agency, “The House of Representatives in this session was the worst and weakest that has passed since 2003 until today, and Al-Mashhadani did not fulfill any of the promises and pledges that he made and made to himself before his election to the position, as if they were ink on paper and he cannot control the rhythm of the council because of the equation that brought him in,” indicating that “today he is busy with alliances and preparations to run in the upcoming elections.”

He added that “the oversight role in this parliamentary session is almost non-existent, as Parliament did not question any minister, high-level official, or any of the special ranks,” noting that “there are many important laws that were carried over from previous sessions and are being shelved while laws are being passed that benefit political blocs electorally.”

He added, “We hope and wish that the House of Representatives will live up to its responsibility during the remaining period of its life, although we are frankly not optimistic about this happening.”

For its part, the State of Law Coalition warns of political maneuvers and pressures to prevent Shiite forces and blocs in parliament from passing important laws.

Coalition member Imran Karkoush told Al-Maalouma Agency, “We expect the issues and obstacles in the political process to be resolved and an agreement to be reached after the State Administration Coalition meeting. There will be no problem in amending one of the three controversial laws or postponing its implementation.” He indicated that “there are maneuvers and pressures to prevent some political forces from changing some laws in order to obstruct the Shiite forces’ movement to pass important laws, including the Popular Mobilization Law.”

He points out that “the dispute over the amnesty law is not new and began since the formation of the current government, and escalated after the Federal Court’s decision, with some trying to exploit this law in their own election campaign.”

Parliament is due to reconvene next week, but several important laws remain pending.
