Prime Minister Mohammed Shia Al-Sudani chaired the 43rd regular session of the Council of Ministers today, Tuesday.

A statement from his office received by Al-Maalouma Agency stated that “today’s session, which was held under the chairmanship of Al-Sudani, discussed the general conditions of the country, and followed up on various files, especially economic, developmental and service files, including those related to implementing the priorities of the government program, and discussing the items included on the agenda and taking the necessary decisions regarding them.”

In confirmation of Al-Sudani’s interest in Iraqi students sent to international universities, the latter directed “adding an amount of 62 billion dinars to the 2025 budget tables to support those sent on scholarships, in order to provide the requirements to complete their studies.”

In the context of infrastructure projects, the Council of Ministers approved the exemption of the project to pave the oil pipeline road located south of Baghdad (within the prohibitions) affiliated with the Ministry of Oil/Oil Pipelines Company, from Cabinet Resolution (24600 of 2024), due to the presence of a number of schools on both sides of it, reaching the Al-Faw residential neighborhood, which serves a large segment of employees and citizens, in addition to the road in the smooth movement of vehicles for the work of monitoring and maintaining oil pipelines and the movement of patrols to ensure their protection, and authorizing the Prime Minister to exempt from the aforementioned resolution for future cases.

In the course of following up on the oil sector projects, the Council approved changing the method of the contract for the construction of the hydrogenation unit and improvement of investment gasoline project with a capacity of (12) thousand barrels/day, in Kirkuk Governorate, from the investment method of (build, own and operate BOO) to the method of (build, operate and transfer ownership/BOOT), provided that the price of (23) dollars is adopted as a fee for refining one barrel, according to what was proven by the Ministry of Oil.

In order to proceed with the implementation procedures of the national mobile phone license project, the Council decided to form a team headed by the Minister of Communications to negotiate with global operators from reputable international companies, with experience and competence in the field of building, operating and managing mobile phone networks using fifth generation (5G) technology, who have expressed interest and desire to work in Iraq, and to choose the best in terms of global brand and breadth of work experience in Middle Eastern countries, and other selection quality criteria.

In relation to enhancing the capabilities of the security forces, it was approved to allocate an amount of (12) billion dinars from the emergency reserve to complete the construction of (3) Coast Guard boats, based on the Triennial Budget Law.

In the same vein, the Cabinet approved amending its decision No. (24354 of 2024) regarding supporting the formations and regiments of the Energy Police Directorate, to include the Ministry of Interior carrying out contractual procedures (opening/study and analysis/referral/signing the contract/matching specifications/following up on implementation), according to the specialization, and after completing the contractual and technical procedures from the Ministry of Interior, and contacting the Ministry of Oil to finance the amount required from the oil companies.

In the field of following up on residential complex projects, the Council of Ministers decided to cancel its previous decision (23708), and for the Ministry of Construction, Housing and Municipalities to announce the sale of residential complexes intended to be implemented through investment, and to calculate the values ​​of the amounts spent on them as a starting line for competition between investors in submitting their bids, except for the amounts of depreciation.

The Council of Ministers followed up on the implementation of stalled projects and the completion of infrastructure, and approved the following:

1- Creating a component (the remaining works for the Al-Hussein neighborhood water project evaluation and design project), allocating the required financial cost, and increasing the total cost of the main project.

2- Increase the total cost and reserve amount for the project: (Rain conveying lines with a lifting station for the city of Mosul/right side/M4 in Nineveh Governorate).

3- Changing the name of the project, the sewerage line in the north of Rusafa, to become: (Implementing the sewerage line in the northeastern side of Rusafa (Al-Khansa line) extending from the Habibiya pumping station to the Al-Fadhiliya area on the banks of the Diyala River, with the implementation of the lifting station and its treatment project with a capacity of (200 thousand m3/day) and increasing its cost.

4- Increase the cost of the project (establishing the storage complex in Diyala) and the amount of the reserve.

5- Reducing the cost of the project (preparing water network designs for the served and unserved neighborhoods of Karbala, Karbala District), creating a complementary works project for the designs of water networks for the served neighborhoods in Karbala, and increasing the cost of the main project.

6- Increasing the cost of my projects: (Establishing a 100-bed hospital in Al-Hartha district), and (Establishing a 200-bed hospital in (Abu Al-Khaseeb and Al-Zubair).

7- Increasing the cost of the project (implementing the new Samawah Corniche), and the project (rehabilitating the streets and intersections of Samawah, Rumaitha, Al-Khader, Al-Suwair, Al-Najmi, Al-Hilal, Al-Majd, and Basiyah).

8- Increasing the cost of the project (road works, squares and service networks / 1) within the infrastructure services of the Fallujah University site / Fallujah University, and reducing the cost of the main project.

As part of the government’s efforts to promote human rights in Iraq, the Council approved the third periodic report on the Convention for the Protection of All Persons from Enforced Disappearance, and referred it to the Committee on Enforced Disappearances at the Human Rights Council in Geneva.

The Council authorized the Minister of Higher Education and Scientific Research to negotiate and sign (the draft executive program between the Ministry of Higher Education and Scientific Research in the Republic of Iraq and the Ministry of Higher Education and Scientific Research in the People’s Democratic Republic of Algeria), based on the Treaty Conclusion Law (35 of 2015), noting that no additional financial allocations were requested for the Ministry, and to provide the General Secretariat of the Council of Ministers with any amendment or attached agreement for study, and to amend the draft program by adopting the text of the formula mentioned in the circular of the General Secretariat of the Council of Ministers.
