Shafaq News/ Today, Tuesday, the Prime Minister, Muhammad Shia’a Al-Sudani, chaired the 19th regular session of the Council of Ministers, which discussed the general situation and followed up on issues and files that fall within the government’s work path, to implement its programs according to the previously set priorities.
At the outset of the session, the Prime Minister indicated the importance of ministries committing to implementing the procedures related to the decision to approve the unified treasury account, and implementing the instructions for electronic payment points of sale (POS).
A statement by Al-Sudani’s office stated, “In line with what was stated in the ministerial curriculum regarding administrative reform in state institutions, and in accordance with the directives of the Prime Minister regarding the evaluation of general managers, consultants and agents in ministries, and the appointment of replacements from personalities known for their experience and competence, the Cabinet approved Criteria for the nomination of those with higher positions by the minister or the head of the entity not associated with a ministry, to fill the position (general manager, special rank, advisor, undersecretary, those with a ministerial rank) according to the book of the advisory body, taking into account the observations of a number of members of the Council of Ministers presented during the session, including the following conditions:
1- It is preferable that the age of the candidate for the position of General Manager not exceed (55) years.
2- He must have at least a preliminary university degree, with a specialization consistent with the nature of the duties of the position.
3- The general and special conditions required by the special laws for certain positions or formations (such as university service, judicial service, foreign service, etc.) are taken into consideration.
4- The candidate for the position of general manager is required to have actual service in state departments for no less than (10) years, and preference is given to someone who has graduated in the position of head of a division, head of a department, assistant general manager, taking into account the laws in force or the controls issued by the ministry or entity. Not associated with a ministry, which requires more service.
5- A candidate for a position with the rank of minister, undersecretary, advisor, or those of similar rank is required to have actual service of no less than (15) years in his field of work.
6- It is preferable for a candidate for the position of undersecretary to have worked as a consultant or general manager of one of the ministry’s departments or an entity not associated with a ministry.
7- That the Supreme National Commission for Accountability and Justice endorse that the candidate is not included in its procedures, and that the Integrity Commission endorses that they do not have any open or open cases that would prevent him from being appointed to a higher position.
8- Considering the opinion of the Directorate of Criminal Evidence regarding the candidates for positions, and that the candidate has not committed a crime against honor.
9- The candidate undergoes an interview to determine his suitability for the position he is nominated for, or for another position, in light of the results of the interview, evaluation forms, and approved criteria.
Within the framework of financial and administrative reform procedures, and modernizing the capabilities of financial institutions, the Council of Ministers approved an increase in the capital of the Rafidain Bank, which was approved by the Committee for Determining Corporate Capitals in the Ministry of Finance, by an amount of (212,000,000,000) dinars, only two hundred and twelve billion dinars, in addition to The bank’s current capital amounting to: (26,000,000,000) dinars, only twenty-six billion dinars, to become, after the increase, (238,000,000,000) dinars, only two hundred and thirty-eight billion dinars, to raise the capital of the Rafidain Bank on par with other banks, based on the provisions of the Companies Law General (22 of 1997) amended.
The Council approved, within the course of financial and economic relations with international financial and banking institutions, the recommendation of the Ministerial Council for Economics (23072 s), regarding the payment of Iraq’s share in the World Bank; Through the Ministry of Finance paying the amount of (26,898,925,642) dinars, only twenty-six billion eight hundred and ninety-eight million nine hundred and twenty-five thousand six hundred and forty-two dinars in cash; After the approval of the Federal General Budget Law for the year 2023, taking into account the new exchange rate, between the date of the claim and the date of payment.
The Council followed up the progress of implementation of service projects, especially hospital projects, and approved the recommendations of the minutes of the meeting (31) of the Diwani Order Committee (45 of 2018) regarding the development of ways, mechanisms and solutions necessary for the completion of public hospital projects.
And as part of the follow-up of investment and development projects in the provinces, the Council of Ministers agreed to determine the rental value for the area of (4800) dunums, part of the plot numbered (1/3078 m1) Al-Rutba / Anbar Governorate, according to the value estimated by the Ministry of Finance, the State Real Estate Department, the branch of the province. Anbar, amounting to ten million dinars per acre, at a rate of (2%), to establish the joint economic city between Iraq and Jordan, as an investment project.
He also agreed to allocate 3 billion dinars to Anbar Province. To complete the procedures related to the Arar border crossing, to receive and see off pilgrims, from the total actual spending of the governorate above.
And within the course of international cooperation relations; The Council of Ministers decided to approve a draft law on ratification by the Republic of Iraq of the Arab Convention to Prevent and Combat Human Cloning, signed on January 26, 2022, and to refer it to the House of Representatives.
The Council also approved the recommendation of the Ministerial Council for Economy (23041 s) regarding approving an increase in the amount of the Republic of Iraq’s contribution to the third general increase in the capital of the Islamic Corporation for the Insurance of Investment and Export Credit, according to the increase confirmed in the letter of the Ministry of Finance / Iraqi Fund for Foreign Development.
In the field of developing foreign relations and agreements and bilateral cooperation with a number of friendly countries, the Cabinet approved the following:
Firstly:
1- Granting a subsequent leave with the power to negotiate and sign a draft agreement to exempt holders of diplomatic and service passports from entry visas between the Government of the Republic of Iraq and the Government of the Republic of Cyprus, to the Deputy Prime Minister and Minister of Foreign Affairs, for signing the aforementioned draft agreement on September 22, 2021, as well With the Republic of Armenia to the Undersecretary of the Ministry of Foreign Affairs for Bilateral Relations, for signing the aforementioned draft agreement on February 22, 2021, based on the provisions of Article (6) of the Treaties Law No. (35) of 2015.
2- Approval of two draft laws ratifying two agreements exempting holders of diplomatic and service passports from entry visas between the government of the Republic of Iraq and the governments of the Republic of Cyprus and the Republic of Armenia, and referring them to the House of Representatives.
Second:
1- Authorizing the Minister of Commerce with the power to negotiate and sign a draft agreement on economic, commercial, scientific, artistic and cultural cooperation between the government of the Republic of Iraq and the government of the Federal Republic of Nigeria, based on the provisions of the constitution, provided that a clause is added to the aforementioned draft agreement stipulating (the cancellation of the trade agreement between Government of the Republic of Iraq and the Military Federal Government of the Federal Republic of Nigeria, concluded in 1977, and this Agreement shall be a substitute for it).
2- The Ministry of Foreign Affairs prepares the necessary authorization document, on behalf of the Government of the Republic of Iraq, to the Minister of Commerce, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers; To obtain the signature of the Prime Minister.
