They talked on how the budget will be flexible for adjustments especially this being a 3-year contract… FRANK: That’s not in the articles. That’s what they told the citizens. What do you think that means? …They’re showing you your budget and don’t forget IMO the line item that has the exchange rate is crucial for us…if it comes out at the program rate they can quickly change it at the push of a button.

It is passed down to the parliamentary… they make the recommendations and they send their draft budget back with the amendments to the committee. The committee reviews those… they turn around and sent it back to parliament…If they agree with them then they take a vote and the budget is passed…They’re getting ready to do their second reading. If there’s more changes they are going to recommend it will go back…
