The Council confirmed in a statement that the draft budget law was prepared without the participation of the Kurds and this violates the Constitution and federal laws, calling Baghdad to the need to open the door for negotiations to re-draft the budget on the basis of the Constitution.
The statement pointed out that the draft law marginalizes the constitutional and legal entity of Kurdistan, noting that the reduction of its share of the budget is contrary to the joint agreement between the Center and the region.
The Council promised to grant direct powers to the governors of the provinces in the federal budget law and deal with the provinces of the Kurdistan region as a province and not as a target area to resolve the entity of the Kurdistan region unconstitutionally, according to the statement.
