Maysar al-Shammari, a leader in the Hikma Movement, confirmed on Sunday that the draft general budget will reach the Council of Representatives on October 9th, after being sent from the Ministry of Finance. He pointed out that it differs from previous budgets in terms of the mechanism for preparing and implementing spending.
Al-Shammari told the Information Agency that “the budget will reach Parliament on the ninth of October, and it is the first of its kind in the history of the Iraqi state to be based on programs and performance.” He explained that previous budgets relied more heavily on reports submitted by the governorates, ministries, and non-ministerial entities to determine spending priorities.
He added that “this budget bases spending on evaluation and achievement, through monitoring projects and assessing their implementation.” He noted that the Ministry of Finance prepared the draft budget in light of the economic conditions and crises Iraq is experiencing as a result of the war and economic pressures.
Al-Shammari explained that “some Kurdish parties have technical reservations regarding the budget, and in every budget, they aspire to increase the region’s share, which currently stands at 12.68 percent.” He emphasized that the new budget will not differ from its predecessors in terms of the region’s share percentage, and that what was agreed upon with the Ministry of Finance will be subject to a vote in the Council of Representatives.
He clarified that “the Council of Representatives can pass the budget whether the Kurdish blocs agree or not, as it possesses the necessary majority for the vote.” He pointed out that the coordination framework is keen to pass the budget by consensus, given that it is one of the important laws that affects the lives and livelihoods of citizens.
Al-Shammari continued, “The Kurdish parties work each time to increase the region’s share, but the current economic conditions in Iraq do not indicate a period of economic recovery, but rather a period of economic pressure.” He stressed that these factors must be taken into consideration when discussing and approving the budget.
