He added, “When the constitution was enacted in 2005, it is not like today. All its paragraphs were drawn up by the Shiite and Kurdish components, and the Sunni component was boycotting, and in the recent period, Article 142 was put in place, which we are working on today basically.”
Al-Sari added, “The gains made by the Kurds in the constitution are very large in proportion to what the Shiite and Sunni components have achieved, which are not considered an original gain, and the presence of other components is absent from the constitution.”
He continued, “Today there is a presence of these components of Yazidis, Sabeans, Christ and Turkmen, and we must listen to the views of each article during the process of amendments,” noting that “the constitution must be consensual because Article 142 explains the steps taken by the committee and submits its report, and the vote will take place in one batch.” “.
Al-Sari referred to “the controversial point in Article 140 related to the powers of the federal government and the authority of the regional government, and here the disagreement became clear regarding different opinions,” noting that “the conclusion of the discussion showed that the Sunnis and Shiites say that Article 140 has expired in 2007 and the Kurds assert that it has not been canceled and cannot be Add any paragraph in it. ”
And he continued, “As for the Turkmen, they came up with an amendment that could be a law with 8 paragraphs, and the rest of the components demanded the amendment of Article 140 and the removal of the Nineveh Plains and Tal Afar from it and its enemy a demographic change.”
