An official source in the General Secretariat of the Council of Ministers, who declined to be named, said that Mustafa Al-Kazemi intends to merge and cancel some ministries in an effort to reduce his government.
And these endeavors remain just a desire that quickly collides with the quota wall that dominates the formation of Iraqi governments, as well as that the matter remains dependent on parliamentary legislation.
The source explained that Al-Kazemi has a desire to transform the Ministry of Electricity into a public authority and merge it with the Ministry of Oil so that the two ministries work under the umbrella of one ministry (the Ministry of Energy).
He also referred to merging the Ministry of Agriculture with the Ministry of Water Resources, so that the two ministries would operate under the title of (Agriculture and Water Resources) Ministry.
He pointed to merging the Ministry of Finance with the Ministry of Planning, to transform the two ministries into (the Ministry of Finance and Planning).
He also referred to the merging of the Ministry of Industry and Minerals with the Ministry of Trade to make the two ministries into the Ministry of (Industry and Trade).
He talked about abolishing the Ministry of Immigration and Displacement, transferring its employees to other ministries and agencies, and transferring their duties to the High Commission for Human Rights.
This step is still an expression of a desire to reduce the government, but it will collide with the approval of the parliamentary political blocs, as it needs legal legislation that is unlikely to be achieved during this government.
It should be noted that the quota system dominates the division of the ministerial cabinet in Iraqi governments, and it restricts any efforts to reduce the ministry or structure it to be a lean government.
