Member of the Parliamentary Integrity Committee, Hadi Al-Salami, confirmed today, Sunday, that the amendment to the federal budget includes several financial and constitutional violations, noting that the government did not abide by the laws in force in submitting the amendment.
Al-Salami said in a statement to Al-Maalouma Agency, “The law amending the first federal general budget law for the years 2023-2025, which was submitted by the government to the House of Representatives, violates the laws in force, such as the Financial Management Law No. 6 of 2019 and the Iraqi Constitution, specifically Article 62 thereof.”
He added, “The government did not send the general budget tables officially despite the end of the fiscal year, which is a clear violation of the Financial Management Law,” noting that “instead of sending the budget, the government submitted a budget amendment law, which includes adding an amount of $16 for each barrel of oil produced in the Kurdistan Region.”
He explained that “this measure raises wide controversy because there are billions of dollars owed by the Kurdistan Region to the federal government that have not been paid yet, in addition to the fact that the federal government does not impose its full control over the region, which operates according to independent laws that often conflict with federal laws.”
He continued, saying: “We, as representatives, refuse to attend the sessions to discuss the budget amendment in the next legislative session due to its legal and financial violations, in addition to the lack of compatibility between federal and regional laws.”
It is noteworthy that the government has not sent the budget tables yet due to many disagreements over adding $16 per barrel of oil in the Kurdistan Region.
