7-23-2014 Newshound Guru Adam Montana Forward motion on the budget, which says to me that in spite of the issues with ISIS and lack of a chosen PM, Iraq is still moving in the right direction. One of the questions I’m getting a LOT is “Do they even have to ever pick a new PM?!” I guess they don’t have to make any kind of decision, but they are moving forward with the process and it’s on pace to be done around the end of the month, which is also right in line with end of Ramadan.
To further address the issue of moving forward in picking a PM, forming government, and just general progress – Ban Ki-moon (United Nations Secretary General) will be in Baghdad tomorrow. While we obviously don’t have an RV yet, the big picture remains one of progress and resilience. As we approach the end of Ramadan and we continue to see positive action in Parliament/GOI/etc, I continue to stay hopeful that we’re on the edge of something big, and soon.

7-23-2014 Newshound/Intel Guru BGG To review: Parliament has been sworn in. There is a new Parliament, there is a new functioning government. They have taken some positive steps & they may move farther than anyone believes tomorrow [Wednesday] or shortly after. I believe Maliki had the 100 people nominate themselves for the President of the Republic to somehow game the system and if you have to resort to “game the system” tactics then you are not in very good shape. They are doing a secret balloting and it is critical to the process. I think this is how they will get rid of Maliki. They don’t want anyone being intimidated. I am very encouraged. We are in the waiting mode right now. We are waiting for the President of the Republic & soon after the PM nominations. Once the POR and the PM are seated we should see economic reform and currency reform shortly after.

7-23-2014 Newshound Guru wmawhite …it is not that the rate is in the budget…instead, the status of the IQD has to change in order for the budget to be effective.

7-23-2014 Newshound Guru Kaperoni Article: “Parliament will vote on the four candidates for prime minister” This is the time when Maliki is at his best. Some of these new MPs will get a cash gift tonight. Or, some of the MPs will be told their wifes and children could be missing tomorrow. Having a vote in parliament that includes Maliki’s name is not a good thing. Where something can go wrong it usually does.

7-22-2014 Newshound Guru Tlar I will tell you what I believe…The Finance committee wrote this budget. They told us in three articles in November of last year that they wrote it at a different rate for 2014 than the 1166 that the dinar was at. They also stated based on the new rate they sketched out the 2015 and 2016 budgets…this is the first time we have ever seen in articles them stating that this budget has a different rate change in it. If it does have a rate change then logically the dinar value has to equal that change because this is Iraq and their budget will be written in dinars. It is vital that the budget and the money reflect the same value.

7-22-2014 Newshound Guru Tlar Why would they write a budget that is for a different value than the value of the present dinar? To coordinate the budget with the CBI’s change in value of the currency is the short answer. The CBI and the Finance committee have been planning this project since 2010 and it would make sense that they would work together using specific amounts and specific start times based on dates or events. It is my belief this is now based on an event more than a date because the date is a moving target and passing the budget will be a fixed event.

7-22-2014 Newshound Guru Tlar That event being the budget itself being made retroactive back to an agreed specific start date. That date could end up as January 1st or April 1st. It makes no difference given the importance of the project. Once the budget is passed I believe we will see the RV but that is based on what the Finance committee told us in November of last year about how they wrote the budget. I believe for the first time the RV and budget are together also acknowledging this is the first time ever we were told in advance that the budget for 2014 was written in a rate different from the 1166 we have come to know and love by the guys who wrote it.

7-22-2014 Newshound Guru wmawhite [Why would they build this economic infrastructure to operate at 1166 forever?] actually, Iraq can never do those things/investment that Iraq needs at 1166…there has never been enough IQD printed to pay the world at 1166.

7-22-2014 Newshound Guru wmawhite [i think folks are getting upset wondering about this investment…some are thinking its gonna be a long time or not at all…what can you tell us please?] when I invested Dr. Shabibi would never ever tell me the date nor the rate. Of course, I never had the opportunity to ask him. However, starting last June and leading up to the removal of sanctions, Iraq spoke a lot about returning their currency to greatness. Nothing has changed. Each day it becomes more and more important for the CBI to move forward with the IQD. […they just need to revalue their currency then, huh?] yes they do! It is a timing issue now…not an “if” issue.

7-22-2014 Intel/Newshound Guru tman23 “Legal expert known as Tariq Harb, was ruled not to be a Parliament session to vote on the election of the President on schedule on Wednesday after completing numerous actions, and said that the election of the President of the Republic will not be on 23 July but in August…” Appears that many don’t want a vote taking place on Wednesday for the POR…It’s going to be a huge Wednesday in Iraq…

7-22-2014 Newshound Guru Aggiedad77 Article: “The province decides to pay the salaries of its employees in U.S. dollars instead of the dinar” this is BIG NEWS IMO…it proves the Kurds have actually taken control of the money…the revenue that has been generated from the sale of their oil earlier in May and June…if they are paying in USD from what was in the Turkish banks…once again they thumb their noses at the Baghdad government… specifically to Maliki’s government.

7-22-2014 Newshound Guru Tlar Tomorrow is shaping up to be very interesting. Jubouri the new POP is making some super moves. He is in the process of changing the rules of procedure to make sure this is not dragged out. He is being quoted that there will be a vote on the Presidency tomorrow. I believe they are being coached in the parliamentary system by the Brits.. They are having meetings with them and the moves they are making are artful while still staying within the boundaries of the constitution. The presidency will go to the Kurds as it is part of the overall deal to diversy and be inclusive. The Kurds may actually end up submitting two names but Salih will be the one that Barzini favors. I expect we will see a new president an 2 vice presidents by tomorrow afternoon.

7-22-2014 Newshound Guru Tlar More good news… Jubouri is trying to get 2 readings done this week on the budget. At the speed he is going he might even do them on the same day setting up a vote to follow the readings. By Iraqi law for a bill to become law as in the budget, it must have 2 readings, then a vote, then be published in the Gazette. I will watch closely and report any progress on the budget. It is my belief that if the budget is passed and the President and VP’s are seated, Turki will pass monetary change. The PM position is going to go to the coalition but it must be seen as a peaceful transition of power and may take a little longer but because of the overwhelming superiority of the coalition numbers it will come out right. I believe if all goes well tomorrow, Turki and the international folks will probably consider it done.

7-22-2014 Intel Guru tman23 Tomorrow (Wednesday) Parliament is going to vote for the POR by secret ballot. The Kurds have been directed to introduce one nominee, thus a reason for Mustafa and Barzani to visit Talibani today. Barham Saleh was selected and agreed to by Barzani and the USA to be the POR 18 months ago. That said; IMO, if Saleh takes the POR post the “plan” is in motion and on track to what was coordinated 18 -20 months ago…Tomorrow we just may see the SOL nominations for PM…which will be between Tariq Star and Shahristani.
