The dinar is already linked to the dollar, so that cannot be what he is referring to. In fact, he is even more specific…where he refers to the global market determining the exchange rate of the dinar through a basket of currencies. This is the definition of a float. He is also quite clear that he has no fear that the value of the dinar will fall; on the contrary, he mentions Iraq’s high reserves and believes that the dinar will be among the strongest currencies in the world. He clearly understands the economics.
