During his meeting with Al-Ma'louma... Al-Haidari explains the reasons for the regional governments rejection of the oilInformation / Baghdad..
The oil and gas law is still a matter of controversy between the federal government and the Kurdistan Regional Government, as a result of the dispute over its passage in light of the differences in political opinions. Some Kurdish parties within the region are obstructing the oil and gas law from reaching the parliament, which is awaiting the resolution of the political understandings between Baghdad and Erbil that prevented its approval. Many years ago, the “Information” agency interviewed a member of the Parliamentary Oil and Gas Committee, Alaa Al-Haidari, in this regard.

Q/ What are the most prominent controversial points regarding the oil and gas law?

C/ Efforts to legislate the oil and gas law, which has been suspended since 2005, are progressing slowly due to the fact that the points of contention have not yet been resolved with the Kurdish side, despite the presence of ongoing dialogues between Baghdad and Erbil to overcome differences and approve the law that will draw the map of oil in Iraq again.

Q/ After being delayed for many years, will Parliament succeed in legislating the oil and gas law?

A/ The oil and gas law is part of the government curriculum that the House of Representatives voted on and aims to manage the process of oil wealth in Iraq and achieve fair distribution among the oil-producing governorates as well as support the Iraqi state treasury. Therefore, the government and the ministry are continuing to approve this law and send it to the House of Representatives as the legislation of the law An urgent necessity because it regulates the method of extracting oil and minerals throughout Iraq, including the Kurdistan region, as well as regulating oil revenues.

Q/ What are the reasons that prompt the regional government to reject the oil and gas law?

A/The region is evasive in order not to hand over oil revenues and to ignore the decision of the Federal Court. This was announced explicitly by the leader of the Kurdistan Democratic Party, Masoud Barzani, categorically to obstruct the legislation of the law.

He added

Q/ Are there expectations that the oil and gas law will be postponed until the next parliamentary session?

A/ If the Kurdish dispute continues over some points of the law, I expect it to be transferred to the next parliamentary session, as there are still ongoing obstacles on the part of the Kurdish side that stand behind the delay in approving the oil law in the oil sector to the next parliament. Despite the formation of a committee to develop a draft of the law and present it to Parliament and the government, it has become more like With a major knot that refuses to be untied.”
