Al-Tamimi said in a statement that “Article 80 of the Iraqi constitution included that the Council of Ministers negotiates and sign treaties, as well as in the internal system of the Council of Ministers No. 2 of 2019. Article 2 of it said the same as stipulated in the constitution. As for Article 61 of the constitution, it said that Parliament organizes the ratification process. On treaties and agreements by a law enacted by a majority of two-thirds of the members, ”pointing out that“ the Contract Agreement Law 35 of 2015 required sending the agreement from the Ministry of Foreign Affairs to the State Council for scrutiny in accordance with Article 4 of this law. Law”.

He added that “Cabinet Regulation No. 2 of 2019 requires the approval of three-fifths of the number of attendees in matters of a strategic and sovereign nature. As for other agreements, they require a majority of attendance,” indicating that “Article 27 of the Law on Contract Agreements necessitates sending them after signing them from the executive authority to Parliament for approval by a simple majority of regular agreements, and a two-thirds majority in strategic agreements, borders, peace and peace, and military alliances. Upon approval by Parliament, a law is passed by the President of the Republic and published in the Al-Waqa’iq newspaper to be under implementation.

He continued, “The agreement on the existence of the coalition was formed according to Security Council Resolution 2170 of 2004, and to cancel it, Iraq must withdraw from the coalition at the request of the Security Council, and then upon withdrawal, the internal vote from Parliament after the decision of the Council of Ministers.”
