The United States of America believes that its exit from Iraq represents the strongest blow to it, for several considerations, the most important of which is that this exit reduces its influence in the region and gives the opportunity for the rest of its major competing countries to find a foothold in the region.

America did not believe that one day Iraq would ask it to withdraw its forces, and it did not believe that there was such a strong Iraqi will to evacuate its forces after the bloody crimes it committed inside Iraq.

This pushes the American administration to resist the Iraqi will with all its might by obstructing the course of negotiations between it and the competent Iraqi committee for the evacuation of the American-led coalition forces.

In 2008, Iraq signed the “Strategic Framework” agreement with the United States, which concerns cooperation and friendship. The agreement was signed on the American side by former Ambassador Ryan Crocker, and on the Iraqi side by former Foreign Minister Hoshyar Zebari. The agreement entered into force in January 2009.

The agreement includes 11 clauses dealing with the security, political, economic, cultural and other fields, defining long-term relations between Washington and Baghdad, in accordance with the principle of equality in sovereignty, rights and principles contained in the United Nations Charter and common interests between the two countries, according to the text of the document published by the US Embassy in Baghdad.

The agreement aims, as the United States claimed, to “help the Iraqi people get back on their feet, and strengthen Iraqi sovereignty while protecting American interests in the Middle East.”

The “Strategic Framework” agreement normalizes US-Iraqi relations through economic, diplomatic, cultural and security cooperation, and forms the basis for a long-term bilateral relationship based on common goals.

The agreement also includes defining “the main provisions and requirements that regulate the presence, activities, and withdrawal of American forces in Iraq.”

The agreement was criticized by some Iraqi political forces, who considered that it constituted a “violation of Iraqi sovereignty” and established a subservient relationship to the United States.

But the United States returned in 2014 after ISIS terrorist elements invaded Iraqi territory before removing the resistance, the Popular Mobilization Forces, and the rest of the security forces.

America does not want to leave Iraq, and this has prompted it to exert various types of pressure on Iraq, including political, economic, or security pressure.

The representative of the Al-Fatah Alliance, Muhammad Al-Baldawi, confirmed on Friday that there is American security, economic, and political pressure on Iraq to ensure that the coalition forces remain inside Iraq.

Al-Baldawi told Al-Maalouma, “America is trying to revive the terrorist ISIS to disrupt the security situation and destabilize it, as well as targeting the Popular Mobilization Forces, indicating that it is exerting economic pressure on Iraq.”

He added, “The American side is trying to thwart the negotiations taking place between the Iraqi committee and its American counterpart to remove the coalition forces from Iraq.”

As for economic pressure, the head of the Coordinating Body of the Popular Movement for the Belt and Road, Hussein Al-Karaawi, stressed the necessity of Iraq joining the Silk Road.

Al-Karaawi told Al-Maalouma, “Iraq does not need Europe as an economic gateway, given the possibility of joining the Silk Road with China.”

He added, “Iraq is still suffering from economic dealings with America and European countries, which were behind the imposition of policies that caused the decline of the Iraqi economy.”

He continued, “Europe and America sought to make the Iraqi arena an incubator to pass their policies and impose their will.”

For his part, the leader of the State of Law coalition, Saad Al-Muttalabi, confirmed the ability of the current Prime Minister, headed by Muhammad Shiaa Al-Sudani, to sign the document ending the American military presence in Iraq.

Al-Muttalabi said in an interview with Al-Maalouma, “The Iraqi government, headed by Muhammad Shiaa Al-Sudani, is required to create the necessary legal conditions to complete the final evacuation of American forces from Iraqi territory.”

He added, “Ending the American presence on Iraqi territory falls within the basic duties stipulated in the government program voted on by the House of Representatives.”

Al-Muttalabi pointed out that “Prime Minister Muhammad Shiaa al-Sudani has popular and political support that qualifies him to resolve the issue of foreign presence, including the American one, in Iraq.”

Most of the Iraqi political forces issued their support for the Prime Minister regarding the steps to remove American forces from Iraq after a series of attacks against the security forces.

American aircraft had previously launched a series of aggressive attacks targeting the headquarters of the Popular Mobilization Forces in various areas of Iraq, which led to dozens of martyrs and wounded.
