Al-Eqabi presents a set of observations on the executive framework of the white paper and its risksToday, Thursday, Hussein Al-Uqabi, a member of the Parliamentary Legal Committee of the National Approach Bloc, presented a set of observations about the executive framework of the “white paper” and its risks.

Al-Aqabi said in a statement that “the government announced a few days ago that it will launch the executive framework of the white paper, and although we previously recorded many observations on this paper, we would like to emphasize here a set of points” -:

1- The nature of the “white paper” has not yet been clear, and whether it is a government program or a five-year plan that needs to be studied under the dome of Parliament by the relevant committees and legal legitimacy is given to it before its implementation.

2- The paper included many violations of the laws and legislation in force, and contained dangerous trends that threaten the national economy and state resources. It proposes privatizing all sectors of the state and mortgaging them in the interest of investors, especially the oil, electricity, communications and transportation sectors. The paper also approved resorting to the purchase of electricity from neighboring countries instead of establishing The country’s own electrical projects, in addition to insisting on the privatization of public companies, liquidating the losers and referring thousands of employees to public works and possibly laying off their services, in addition to selling state assets to investors and influential people.

We ask again: Will reform and development be achieved and justice spread in the method of accumulating public funds in the quiver of major contractors and traders allied with influential political forces?

3- The white paper (the white form, the black one, implied) showed the government’s intentions to reduce employment in state departments and stop government appointments, with a complete absence of any government vision or program to provide job opportunities in the private sector and address the unemployment file and the expansion of foreign labor, and the government’s inability to implement and enforce the Labor Law On owners of institutions, companies and private laboratories.

4- The government is still insisting on supporting licensing rounds in the oil and telecommunications sectors, continuing the farce of the currency auction, leaving control over border crossings, especially in the Kurdistan region, and negligence in collecting taxes from major companies, and all of these areas cause a great and enormous waste of state resources. The Iraqi government is estimated at billions of dollars annually, and the government would have preferred to control these joints and boost oil and non-oil revenues instead of resorting to controversial measures that open the door wide to privatize national companies, sell state assets, reduce the workforce, and mortgage the Iraqi decision to investors, international companies and foreign powers.
